Madame Mammoth - (Margo Thompson) criminal powerhouse. Leader of the original Octagon and the Evil Elite. Sworn enemy of the Amazon.

Mad Mariner - (Ned Biles) a sea-faring pirate. Enemy of Water Woman.

Magni - Norse god, son of Thor. Member of Rough Justice.

Man-Wolf - (Jagrinn, deceased) feral alien hero. Founding member of the Justice Gang.

Marbles - Member of CLOWN.

Maze Master - (Ralph Carter) a costumed villain in love with Cat Lady.

McQuark, Dr. Elias James - a brilliant scientist but below average businessman who ran a facility to equip and train super-heroes.

Mechanon - once the robotic sevant of the Justifiers turned against them when reprogrammed by Count Doom. Now a powerful entity with a superior artificial intelligence, bent on destroying all of mankind.

Mentalla - (Isabella Medina) a Spanish mentalist. Member of Eurostar.

Merc - (Benjamin Kayes) a weapons toting villain. Leader of the Mercenaries.

The Mercenaries - a trio of costumed villains (formerly a quartet until Target reformed). Enemies of the Justice Gang. Members include Merc, Pyra and Psychra.

Merry Andrew - a jester-style gadgeteer villain. Leader of CLOWN.

Metahuman - a term used to describe a person who possesses extraordinary super-human abilities.

METE - the Metropolitan Extra-Terrestrial Enclave, a government funded organization established to protect extraterrestrial visitors to Earth and preserve healthy relationships with aliens the world comes in contact with.

Mighty Man - (Peter J. Britt) a costumed American hero. Ally of Ms. Molecule.

Mimic - (Casey Brannet) expert acrobatic and master of disguise. Member of the Octagon.

Mindset - (Jonah Weston, formerly Mind Child) son of Star Light I and Robotman. Possess mental abilities. Member of the Justice Gang.

M.I.S.T. - the Mechanized Instigators of the Supreme Takeover, a criminal organization bent on conquest via giant robot warriors.

Mister Hex - gypsy thief. Partner of Lady Ice.

The Monster - a mysterious villain of horrifying appearance.

Moonsilver - (Paul Glass) a light-based mentalist hero. Member of the Circle.

Mount Olympus - the home of Zeus and the other Greek gods.

Ms. Molecule - (Melinda Shallings) a shrinking super-heroine. Ally of Mighty Man.

The Murdercyclists - a trio of biker bandits/killers. Members include Craig "Cruiser" Galligar, Wendy "Wheels" Galligar and Roberto "Roadshow" Cortez.

Musabori Industries - a hi-tech corporation with main offices in Japan. Rumored they hae direct ties to the Yakuza.

Mystifier - (Alan Haygner) heroic sorceror who lives in Greenwich Village. Brought together the heroes to form the Protectors.
